Â The MDTA will hold its spring MDTA General Membership meeting on May 5th, 2012 at Midland Hills Country Club. Â The meeting will start at 1:00 PM and is scheduled to last a few hours. Â We will have details agenda information coming out in the next couple of weeks. Â But the high level agenda will include:</p>

- Public Forum State Tournament Rules &amp; Process<br />
- MSHSL State Tournament Rules Review (Judge selection, tabbing procedure, more)<br />
- Novice Case Limits &amp; Novice Evidence Packet for Policy Debate<br />
- 2012 MDTA Jamboree</p>
<p>All MDTA Members are welcome to attend. Â If you are not a member, you can come to the meeting and become a member on the spot.</p>
<p>Once we have the documents ready for each area of interest, I&#8217;ll start a thread in the forums about each agenda item as we might be able to accomplish some pre-discussion.</p>

			<content:encoded><![CDATA[<p>And here are the MDTA Unofficial results for the 2011-2012 season. Â I will be posting the top 5 students along with the top 5 schools for each. Â Public Forum, Classic and LD results are complete and ready for community review.</p>
<p>In addition to the results, I will be posting the MS Excel document used to calculate all of the points. Â This is for community review because it&#8217;s very possible that someones name is misspelled or I mis-calculated something along the way. Â A quickÂ explanationÂ of the spreadsheet. Â It has four sheets. Â RawData is where all the magic is. Â It lists students name and schools. Â If a tournament offered breaks beyond Quarters, than we mark those tournaments as special otherwise, the top 8 get a point for breaking. Â Than one additional point is awarded for each break round won or at a tournament where to breaks exist, a single point awarded to the winner. Â We then have Top 8/Breaks bonus, Elim Bonus (each win or first place) to get total bonus points. Â Lastly, there is a Y/N used to determine if we count that record for a school awards, remembering only the top 2 entries are counted.</p>

<p>What is the value of a college education? Â We may think we already know the answer, but what we know for sure is the 26 Public Forum teams sure had plenty of arguments on both sides for the second year of the Public Forum State Tournament.</p>
<p>Adithya Balaji and Tony Bigelow of Eastview High School defeated Eagan&#8217;sÂ Maggie Parra and David Wickard on a 5-2 decision to take home the championship. Â Balaji and Bigelow&#8217;s argument of the benefits and costs of a college education followed nine rounds of debate over two days.</p>
<p>Sharing in a weekend of success was the semi-finalists teams from Champlin Park and Blaine High School. Â Rounding out Quarter-Finalists were teams from St. Paul Academy, Wazyata and Eagan. Â Congrats to all students who participated.</p>

			<content:encoded><![CDATA[<p>The MSHSL accepted the MDTA recommendation to add public forum debate to the 2012-13 state debate tournament. This process started several years and with the assistance of Chris Franson from the MSHSL we were able to get our proposal adapted. This proposal is to add public forum debate to the traditional debate timeframe and a qualification process will be identified for the event. </p>
<p>The next process will be to formalize the state tournament rules and a committee will be formed to update the rules by February of 2012. </p>
<p>Debate Health</p>
<p>One of the factors in accepting public forum debate is the overall strength of debate throughout the state. Today 63 schools participate in all forms of debate and public forum will simply increase our ability to increase outreach throughout the state.</p>
<p>Again, more information will be coming on this subject, but congratulations to those who helped in this process.</p>

<p>Of note, the MDTA is looking for volunteers to serve on two committees. Â The second committee will review interest in creating a Novice Policy evidence packet for the 2012-13 debate season.</p>

			<content:encoded><![CDATA[<p>The following limits will be used for the 2011-2012 Novice Policy:</p>
<ul>
<li>The United States Federal Government should implement the Constellation Program</li>
<li>The United States Federal Government should implement a passive SETI program</li>
<li>The United States Federal Government should implement a human mission directly to Mars.</li>
<li>The United States Federal Government should substantially increase its capability to detect and deflect near earth objects. Â (The MDTA Committee recommendation does not allow the use of Ballistic Missile Defense advantages in the 1AC.)</li>
</ul>
<p>The following K&#8217;s are allowed to run against any of the above Affirmative positions:</p>
<ul>
<li>Anthropocentrism &#8211; ALT: reject the affirmative and embrace a non-anthropocentric ethical framework</li>
<li>Frontierism &#8211; ALT: reject the affirmative and the frontier mindset</li>
</ul>
<div>The following counter-plans are allowed to be run against all affirmative positions at the start of the year:</div>
<div>
<ul>
<li>Peoples Republic of China agent counter-plan</li>
</ul>
<p><em>Purpose of the novice case limits:</em> The MDTA sets up limits for the novice division of debate in order to increase education for novices by encouraging depth in their argumentation and predictability for them in the rounds they will debate.Â All novices must adhere to the case limits.Â If a novice team encounters a team running arguments outside of these parameters, they may advance a topicality violation based on the fact that the team is debating outside of the acceptable limits and argue that violation of the limits is grounds for a loss in the round.Â Since the 2011-2012 limits impose restrictions on both affirmative and negative teams, either team may advance a claim that the other side is in violation of the novice limits.Â We discourage judges from deciding a round on topicality if neither team advances a topicality argument, however, as we believe it is an important skill for debaters to learn what arguments should be made in the round.</p>
<p>Â </p>
<p>All of these novice affirmative cases are still subject to the national resolution listed below and can be challenged based on topicality.Â The fact that they are included in the novice case limits does not deem them automatically topical.Â It is still the obligation of the affirmative team to show that their plan falls under the larger resolution.</p>
<p>Novices may run any advantages or disadvantages to the cases listed, but are limited to the counterplans, Â kritiks, and alternative texts as stated.Negative teamÂ always has the option of defending the status quo.</p>
